DPS Changes Application Process

by Larry Arnold

CHL application forms have been radically revised. The basic application form is now one page. Everything but the fingerprint cards is available at http://www.txdps.state.tx.us/administration/crime_records/chl/forms/index.htm.

TCHA member Jack Griffith has been corresponding with DPS concerning the application process, and has come up with some information.

Application Packets

DPS is no longer providing the mail-in application packets we used to get with certificates. Instructors and students are being directed to download and print forms.

The only alternative is to apply for the license online.

Laws Booklets

First, hard copies of the law books will no longer be routinely provided. The book is available online at http://www.txdps.state.tx.us/InternetForms/Forms/CHL-16.pdf. Unfortunately, printing it off won’t get you the information in booklet form, and that many copies will run up printing or photocopying charges. According to Jack someone at DPS suggested charging extra to provide the books to your students.

BEFORE YOU DO, check the inside cover of the book. “NOTES TO USER: This publication is routinely made available from the department to anyone at no charge and the department issues it for the benefit and convenience of the citizens of the State of Texas and Texas law enforcement and related criminal justice personnel. The department neither intends nor authorizes its sale. Anyone contemplating sale of this publication should contact the department.”

TCHA officers are on this, and we are considering possibilities.

Online Applications

Online applicants are now completing the three affidavits during the process, and don’t need to fill out or send them in. They still need to review their application form and complete photo holders and fingerprints.
